No country, no business class, has ever been willing to subject itself to the free market, free market discipline. Free markets are for others. Like, the Third World is the Third World because they had free markets rammed down their throat. Meanwhile, the enlightened states, England, the United States, others, resorted to massive state intervention to protect private power, and still do. Thats right up to the present. I mean, the Reagan administration for example was the most protectionist in post-war American history. Virtually the entire dynamic economy in the United States is based crucially on state initiative and intervention: computers, the internet, telecommunication, automation, pharmaceutical, you just name it. Run through it, and you find massive ripoffs of the public, meaning, a system in which under one guise or another the public pays the costs and takes the risks, and profit is privatized. And he said this was useful and necessary because “the common interests” - the general concerns of all people - “elude” the public. The public just isnt up to dealing with them. And they have to be the domain of what he called a "specialized class" ... [Reinhold Niebuhr]s view was that rationality belongs to the cool observer. But because of the stupidity of the average man, he follows not reason, but faith. And this naive faith requires necessary illusion, and emotionally potent oversimplifications, which are provided by the myth-maker to keep the ordinary person on course. Its not the case, as the naive might think, that indoctrination is inconsistent with democracy. Rather, as this whole line of thinkers observes, it is the essence of democracy. The point is that in a military state or a feudal state or what we would now call a totalitarian state, it doesnt much matter because youve got a bludgeon over their heads and you can control what they do. But when the state loses the bludgeon, when you cant control people by force, and when the voice of the people can be heard, you have this problem—it may make people so curious and so arrogant that they dont have the humility to submit to a civil rule [Clement Walker, 1661], and therefore you have to control what people think. And the standard way to do this is to resort to what in more honest days used to be called propaganda, manufacture of consent, creation of necessary illusion. Various ways of either marginalizing the public or reducing them to apathy in some fashion."

"Suppose that we manage to construct grammars having the properties outlined above. We can then attempt to describe and study the achievement of the speaker, listener, and learner. The speaker and the listener, we must assume, have already acquired the capacities characterized abstractly by the grammar. The speaker’s task is to select a particular compatible set of optional rules. If we know, from grammatical study, what choices are available to him and what conditions of compatibility the choices must meet, we can proceed meaningfully to investigate the factors that lead him to make one or another choice. The listener (or reader) must determine, from an exhibited utterance, what optional rules were chosen in the construction of the utterance. It must be admitted that the ability of a human being to do this far surpasses our present understanding. The child who learns a language has in some sense constructed the grammar for himself on the basis of his observation of sentences and nonsentences (i.e., corrections by the verbal community). Study of the actual observed ability of a speaker to distinguish sentences from nonsentences, detect ambiguities, etc., apparently forces us to the conclusion that this grammar is of an extremely complex and abstract character, and that the young child has succeeded in carrying out what from the formal point of view, at least, seems to be a remarkable type of theory construction. Furthermore, this task is accomplished in an astonishingly short time, to a large extent independently of intelligence, and in a comparable way by all children. Any theory of learning must cope with these facts."
