"Nuclear weapons began to exert an important influence on military policy immediately following World War II, although their capabilities, limitations, and political implications were only vaguely understood. But it seemed clear they they represented destructiveness at a cheap price. This point was important because of the need to replace the armed forces demobilized so thoroughly and wastefully at the end of World War II in the furor to "bring the boys home."
